Abstract This aticle discusses the political and ideological discours of the Latin American Anticommunist Confederation (CAL) - a far-right organization that operated in the region from 1972-1984 -, approaching specifically its antagonism to Liberation Theology and the progressive clergy. Based upon documental research with primary sources, deposited in the Centro de Documentación y Archivo Para La Defensa de Los Derechos Humanos (CDYA), in the Museo de La Justicia, in Asunción (Paraguay), I seek to demonstrate how CAL, the regional chapter of the World Anticommunist League (WACL), furnished an space to gather extremist Catholics, contrary to the innovations promoted by the II. Vatican Council, against their progressive enemies inside the Church. Furthermore, the discourse that denounced the “communist infiltration” in the religious environment served as a articulation point between religious and repressors, police and military, associated with other discoursive elements, such as the critic of human rights, for example. In this way, I seek to contribute to the studies on the right-wing transnational networks, by indicating how CAL and WACL helped to form an international religious right.

Resumo O presente artigo tem como objetivo analisar o discurso ideológico da Confederação Anticomunista Latino-americana - organização de extrema-direita que operou na região entre 1972 e 1984 -, abordando especificamente seu antagonismo à Teologia da Libertação e ao clero progressista. Para tanto, trabalharei com documentação primária depositada no acervo do Centro y Archivo Para la Defensa de los Derechos Humanos, do Museo de la Justicia del Paraguay. Com base em tais fontes, procurarei demonstrar como a CAL, capítulo latino-americano da Liga Mundial Anticomunista, forneceu um espaço de articulação continental de setores católicos extremistas, contrários as inovações do Concílio Vaticano II, para atacar seus inimigos progressistas no interior da Igreja. Mais do que isso, o discurso de denúncia da “infiltração comunista” nos meios religiosos serviu como ponto de articulação para a convergência entre religiosos e repressores, policiais e militares, associado a outros elementos discursivos, como a crítica aos direitos humanos, por exemplo. Desse modo, pretendo contribuir para os estudos sobre a conformação de redes transnacionais de direita, indicando como a CAL e a WACL contribuíram para a formação de uma direita religiosa internacional.

Abstract This article analyzes the normative model of globalized sovereignty, defined by Philip Pettit, to further extend his neo-republican theory of freedom as non-domination, originally developed to promote citizens’ freedom within national borders into the international sphere. Based on republican internationalism and critical of both cosmopolitanism (whether liberal or republican) and Westphalian non-interventionism, this model emerges as a promising perspective for tackling theoretical issues related to justice and legitimacy in the contemporary global order. But the full realization of its potential requires addressing limitations stemming from its critical insufficiency in analyzing the role played by representative states and international institutions. Finally, the article highlights these limitations and suggests paths for overcoming them.

Resumo O artigo concentra-se na análise do modelo normativo da soberania globalizada, concebido por Philip Pettit, com o objetivo de ampliar sua teoria neorrepublicana da liberdade como não dominação, originalmente desenvolvida para promover a liberdade dos cidadãos dentro das fronteiras nacionais para o âmbito internacional. Esse modelo, fundamentado no internacionalismo republicano e crítico tanto do cosmopolitismo (seja de orientação liberal ou republicana) quanto do não intervencionismo westfaliano, emerge como uma perspectiva promissora para a abordagem de questões teóricas acerca de justiça e legitimidade na ordem global contemporânea. No entanto, a plena realização das potencialidades desse modelo exige o enfrentamento de limitações decorrentes da insuficiência crítica em sua análise do papel desempenhado por Estados representativos e instituições internacionais. A parte final do artigo destaca essas limitações e sugere caminhos para sua superação.

Abstract This article discusses the political behavior of Brazilian industrial entrepreneurs during Rousseff’s Government (2011-16), based on two case studies of important sectors: Civil Construction and auto parts industry. Following the hypothesis that there was a political displacement from the industrial entrepreneurs support in 2011, towards the shaping of an “anti-development bourgeois unity” in opposition to the government, we conducted semi-structured interviews and data collection. The analysis confirms the hypotheses of the industrials political displacement in the period, and points as one of the explanations the intensification of distributive conflicts between capital and labor, expressed in the businesspeople statements and in the increase of the wage-share in the Gross Value Added (GVA) and of the number of strikes.

Resumo Este artigo discute o comportamento político dos empresários industriais brasileiros durante o Governo Dilma Rousseff (2011-16), a partir de dois estudos de caso de importantes setores: Construção Civil e Autopeças. Fundamentado na hipótese de que houve um deslocamento político do empresariado industrial desde o apoio em 2011 até a conformação de uma “unidade burguesa antidesenvolvimentista” em oposição ao governo, realizamos entrevistas semiestruturadas, levantamento de dados e de posicionamentos públicos. A análise corrobora a hipótese de deslocamento político no período, e aponta como uma das explicações o acirramento dos conflitos distributivos entre capital e trabalho, expresso nas declarações empresariais e nos aumentos da participação das remunerações no valor adicionado bruto e do número de greves.

Abstract The present study carries out a theoretical review and an empirical analysis which aims to investigate how the participation of people with disabilities in the Brazilian electoral process is manifested, from the exercise of voting to the registration of candidacies and occupation of elective posts. Part of the assumption that the achievement of this right is fundamental in the production of national public agendas that take into account the assumptions of inclusion as a non-negotiable principle. The collection and analysis of data was based on the numbers consolidated by the Superior Electoral Court, relating them to research carried out in other countries. Finally, it highlights the imperative nature of the creation of mechanisms that leverage the number of candidates with disabilities people as a catalyst for a fair and inclusive society.

Resumo Este artigo realiza uma revisão teórica e uma análise empírica para investigar como se manifesta a participação das pessoas com deficiência no processo eleitoral brasileiro, desde o exercício do voto até o registro de candidaturas e ocupação de postos eletivos. Além disso, parte do suposto de que a consecução deste direito é basilar na produção de agendas públicas nacionais, que levem em conta os preceitos da inclusão como princípio inegociável. A coleta e análise dos dados se deu por meio dos números consolidados pelo Tribunal Superior Eleitoral (TSE), relacionando estes à pesquisas desenvolvidas em outros países. Por fim, destaca o caráter imperioso na criação de mecanismos que alavanquem o número de candidaturas de pessoas com deficiência como catalisador de uma sociedade justa e inclusiva.

Abstract The paper aims to explain, based on the empirical case of policing protests in Porto Alegre during the 2014 World Cup, how the incorporation of new information and communication technologies (ICTs) composes and/or transforms police surveillance tacTIC against collective action. Methodologically, interviews with police agents and a database of the news coverage of the protests are used as sources. The results indicate that the use of ICTs involves the Integrated Command and Control Center, aerial imagery, street monitoring and social media monitoring, tending to produce anticipatory policing and selective expansion of visibility over protesters. The combination of surveillance tacTIC with spatial control configures a model of strategic incapacitation of the protest, although institutional limitations are identified in the operationalization of ICTs .

Resumo Este artigo objetiva explicar, a partir do caso empírico do policiamento a protestos em Porto Alegre durante a Copa do Mundo de 2014, como a incorporação de novas tecnologias de informação e comunicação (TIC) compõe e/ou transforma as táticas policiais de vigilância à ação coletiva. Metodologicamente são utilizadas como fontes entrevistas com agentes policiais e um banco de notícias sobre a cobertura dos protestos à época. Os resultados apontam que o uso de TIC envolve o Centro Integrado de Comando e Controle, o imageamento aéreo, o monitoramento das ruas e o monitoramento das redes sociais, tendendo a produzir o policiamento antecipatório e a ampliação seletiva da visibilidade sobre os manifestantes. A combinação das táticas de vigilância com o controle espacial configura um modelo de incapacitação estratégica do protesto, embora sejam identificadas limitações institucionais na operacionalização das TIC.

Abstract This article aims to offer an overview of the evolution of Luther’s political thought concerning religious tolerance. Our hypothesis is that a tolerantist political theory, i.e., one which affirms the illegitimacy of religious coercion, makes appearance in the young Luther, especially in his little tract On secular authority (1523), before being abandoned in the course of Reformation. As a second step, we try to situate this change in the broader political thinking of the Reformer and in the changing winds of the Reformation.

Resumo O objetivo deste artigo é oferecer um pequeno panorama da evolução do pensamento político de Lutero a respeito da tolerância religiosa. Nossa hipótese é que uma teoria política tolerantista, isto é, que afirma a ilegitimidade da coerção em matéria religiosa, se insinua no jovem Lutero, especialmente no panfleto Da autoridade secular (1523) para depois ser abandonada no devir da Reforma. Num segundo momento, procuramos situar essa mudança no pensamento político mais amplo do reformador e na própria marcha histórica da Reforma.

Abstract This article analyzes how agribusiness co-opts support among small and medium-sized farmers to build and legitimize its hegemony. Aiming to understand the relationships established with the rural middle class, the central object of this study, actors from different groups and classes in the Brazilian countryside were interviewed. The findings suggest that its co-optation may frustrate the counter-hegemonic project defended by critics of agribusiness, but this does not mean that this class is an object in dispute: if agribusiness seeks to co-opt it, which does not happen without resistance, the social movements deny it, calling it “little agribusiness.” The result is a situation that is doubly favorable to agribusiness, since the demarcation of borders between small and medium-sized farmers not only favors the co-optation of the rural middle class by the hegemonic discourse, but also contributes to the isolation of its main critics and opponents.

Resumo Este artigo analisa como o agronegócio coopta apoio entre os pequenos e médios agricultores a fim de construir e legitimar a sua hegemonia. Com o objetivo de apreender as relações estabelecidas com a classe média rural, objeto central deste estudo, foram entrevistados atores de diferentes grupos e classes do campo brasileiro. Os achados sugerem que a sua cooptação pode frustrar o projeto contra-hegemônico defendido pelos críticos do agronegócio, mas nem por isso essa classe constitui um objeto em disputa: se o agronegócio busca cooptá-la, o que não ocorre sem resistências, os movimentos sociais a negam, chamando-a de “agronegocinho”. Como resultado, tem-se uma conjuntura que é duplamente favorável ao agronegócio, uma vez que a demarcação de fronteiras entre os pequenos e médios agricultores não só favorece a cooptação da classe média rural pelo discurso hegemônico como contribui para o insulamento dos seus principais críticos e opositores.

Abstract Conjuncture analysis has been used by researchers from different areas to speak about political processes and contribute to praxis. However, its realization has not been accompanied by a clear explanation of the references that support such studies. The aim of this article is to examine productions about conjuncture analysis to identify relevant elements to the constitution of this approach. This is a narrative review that deepens theoretical and methodological aspects about the conjunctural analysis. Connections could be noticed between the theoretical approach and the choices related to time and space that also impact the privileged subjects. This type of analysis articulates political and scientific praxis, linking a recent past which does not lose sight of the historical process and the expectations of the subjects.

Resumo A análise de conjuntura tem sido aplicada por pesquisadores de diversas áreas do conhecimento para abordar processos políticos e contribuir com a práxis. Observa-se, no entanto, que sua realização não tem sido acompanhada de clara explicitação dos referenciais que subsidiam tais estudos. O objetivo deste artigo é examinar produções que tratam da análise de conjuntura, de modo a identificar elementos considerados relevantes para constituição dessa abordagem. Trata-se de uma revisão narrativa que aprofunda aspectos teórico-metodológicos acerca da análise conjuntural. Foi possível perceber conexões entre a abordagem teórica e as escolhas relacionadas ao tempo e ao espaço que impactam, também, nos sujeitos privilegiados. Esse tipo de análise articula práxis política e científica, interligando um passado recente que não perde de vista o processo histórico e as expectativas dos sujeitos.

Abstract This article analyzes speeches given at the 31 meetings and public hearings held in 2017 and 2018 at the Special Commission that analyzed Bill 7180, of 2014, known as Nonpartisan School (ESP, in the Portuguese acronym) project. Our aim is to verify which issues their defenders present and how they justify the proposed actions. The analysis of 265 individual manifestations of parliamentarians and guests allowed to identify the supposed idea of indoctrination of the students as the main problem pointed out. We depart from the theoretical debate on de-democratization, specially the analysis that discuss the privatization as a way of capture of the public and the collective, as well as the expansion of the authoritarian control of conducts. Engaging with them, we analyze the empirical evidence organizing the discourses on three fronts, which correspond to the set of actions pointed out by ESP defenders to stop “indoctrination:” a) the expansion of the private to the detriment of the public; b) the censorship of agendas and actors; c) the retraction of the state’s commitment to egalitarian agendas. We conclude that these are the elements that constitute the de-democratization process of education in the country.

Resumo Este artigo analisa discursos pronunciados nas 31 reuniões e audiências públicas realizadas em 2017 e 2018, na Comissão Especial que apreciou o Projeto de Lei nº 7180, de 2014, conhecido como Projeto Escola Sem Partido. Nosso objetivo é verificar quais problemas são apresentados por seus defensores e como justificam as ações propostas. A análise de 265 manifestações individuais de parlamentares e convidados permitiu identificar a suposta ideia de doutrinação dos estudantes como o principal problema apontado. Nosso ponto de partida é o debate teórico sobre desdemocratização, com destaque para análises que discutem a privatização como forma de captura do público e do coletivo, assim como a expansão de formas de controle autoritário das condutas.Em diálogo com elas, analisamos as evidências empíricas, organizando os discursos em três frentes, que correspondem ao conjunto de ações apontadas pelos defensores do Escola Sem Partido (ESP) para barrar a “doutrinação”: (1) a expansão do privado em detrimento do público; (2) a censura de pautas e atores; e (3) a retração do compromisso estatal com agendas igualitárias. Concluímos que estes são elementos que constituem o processo de desdemocratização do ensino no país.

Abstract We shall try to discuss the reflections proposed by Richard M. Morse and Fernando Henrique Cardoso in a comparative perspective, emphasizing the developments that the theme of dependency assumes in their interpretations about Brazil and Latin America. Using an analytical key that links the authors’ later thesis to their earlier reflections, we highlight Morse and Cardoso’s initial interest in the industrialization and urbanization of São Paulo. A comparative perspective shows the divergent directions each author assume once they approach the problem of dependency, which took a central role in the Latin American social thought from the 1960s to the 1970s.

Resumo Procuraremos discutir, em perspectiva comparada, as reflexões propostas por Richard M. Morse e Fernando Henrique Cardoso, concedendo ênfase aos desdobramentos que o tema da dependência assume em suas interpretações sobre o Brasil e a América Latina. Por meio de uma chave analítica que atrela as teses posteriores dos autores às suas reflexões mais precoces, destacamos o interesse inicial de Morse e Cardoso pela industrialização e urbanização de São Paulo. Postas em relação, é possível perceber as direções divergentes que essas teses assumem à medida que se acercam da problemática da dependência, que ganha centralidade no pensamento social latino-americano entre os anos 1960 e 1970.

Abstract Studies on the impeachment of Dilma Rousseff emphasize the role of the media, the parties, the political elites, the poor performance of democracy and the street protests as explanatory factors for the interruption of her term. The article contributes to these analyses by discussing the role of public opinion in the process, focusing on the first three months of 2015, based on data produced by the Secretariat of Social Communication of the Presidency of the Republic (Secom/PR), such as weekly telephone surveys responsible for monitoring the “pulse” of public opinion in relation to the Federal Government. It was in this period that she lost more than 30% of popular support and reached 62% of bad and terrible evaluation, levels from which she never left until she was removed from office. By losing the support of public opinion, the former president also lost one of the most important shields against the interruption of mandates, becoming hostage of the political elites and parties represented in the National Congress.

Resumo Estudos sobre o impeachment de Dilma Rousseff enfatizam o papel da mídia, dos partidos, das elites políticas, da má performance da democracia e dos protestos de rua como fatores explicativos para a interrupção de seu mandato. O artigo contribui com essas análises aos discutir o papel da opinião pública no processo, com foco nos primeiros três meses de 2015, a partir de dados produzidos pela Secretaria de Comunicação Social da Presidência da República (Secom/PR), como surveys telefônicos semanais responsáveis por monitorar o “pulso” da opinião pública em relação ao Governo Federal. Foi neste período em que ela perdeu mais de 30% de apoio popular e chegou a 62% de avaliações ruins e péssimas, patamares de onde nunca mais saiu até ser removida do cargo. Ao perder o apoio junto à opinião pública, a ex-presidente perdeu também um dos mais importantes escudos contra a interrupção de mandatos, ficando refém das elites políticas e dos partidos representados no Congresso Nacional.

Abstract Racism in capitalist society can be considered one of the most misunderstood issues in the social sciences, even by most of the most critical sociological currents. Racism, broadly speaking, presents two great massified and retro-fed understandings: one that conceptualizes it as a moral and individual issue and the other that starts from a debt to the past for lack of an adequate social insertion and for the difficulty assimilating the segregated population. The constitution of capitalist relations in their reproduction of a class sociability is hardly seen intrinsically linked to racism, erasing any racial content from the class constitution process. This erasure is due in large part to misinterpretations both of the content of racism and of the process of constitution of social class, which end up separating the social spheres into delimited objects, which hide in their delimitations the forms of contradiction and social domination of racialized capitalist relations. Thus, this article intends to deepen the debate about class constitution to understand it from the racialized forms of social domination.

Resumo O racismo na sociedade capitalista pode ser considerado uma das questões mais mal-interpretadas das ciências sociais, até mesmo por grande parte das correntes críticas sociológicas. Em linhas gerais, o racismo apresenta dois grandes entendimentos massificados e retroalimentados: um que o conceitualiza como uma questão moral e individual e outro que parte de uma dívida com o passado por falta de uma inserção social adequada e pela dificuldade de assimilação dessa população segregada. A formação das relações capitalistas em sua reprodução de uma sociabilidade de classes dificilmente é vista intrinsecamente ligada ao racismo, apagando qualquer conteúdo racial do seu processo de constituição. Esse apagamento se deve em grande parte às equivocadas interpretações tanto do conteúdo do racismo quanto do processo de constituição de classe social, que acabam por separar as esferas sociais em objetos delimitados, os quais escondem em seus contornos as formas de contradição e dominação social das relações capitalistas racializadas. Dessa maneira, neste artigo, pretende-se aprofundar o debate sobre a constituição de classe para compreendê-lo por meio das formas racializadas de dominação social.

Abstract This article analyses the actions of the World Bank in Brazil from 1990 to 2020. For this, it uses an assessment of the loan portfolio in order to map the purposes funding was used for, measure the weight of the federative spheres as borrowers, understand the reasons which led the Bank to increasingly lend to subnational entities and, finally, to identify the governments which most took out loans and relate them to political parties in power. Also discussed are the ways the Bank acted, and it is argued that loans have a low weight in the Brazilian economy, but function as vehicles to spread ideas, norms and practices which governments should adopt, and how to do so, in questions of public policies. The paper highlights the high relative weight of adjustment loans and shows that, when in government, parties from the center-right tend to resort more to loans of this type than parties of the left.

Resumo Este artigo analisa a atuação do Banco Mundial no Brasil de 1990 a 2020. Para tanto, realiza uma avaliação da carteira de empréstimos, a fim de mapear para quais finalidades o financiamento foi destinado, mensurar o peso dos entes federativos como mutuários, entender as razões que levaram o Banco a emprestar cada vez mais para esferas subnacionais e, por fim, identificar os governos que mais tomaram empréstimos e relacioná-los aos partidos políticos no poder. O artigo também discute as formas de atuação do Banco, argumentando que os empréstimos têm baixo peso na economia brasileira, mas funcionam como veículos para difundir ideias, normas e práticas sobre o que os governos devem fazer, e como, em matéria de políticas públicas. O trabalho mostra o alto peso relativo dos empréstimos de ajuste e evidencia que os partidos do centro à direita, quando no governo, tenderam a recorrer mais a empréstimos desse tipo do que partidos à esquerda.

Abstract In this article we analyze the political thought of the Italian Julius Evola (1898-1974) as a way of understanding the reinvention of the world far right, from the post-Second World War to the present day. By proposing alternative foundations to the forms and values of Western Modernity, Evola has become one of the central references in movements that seek to differentiate themselves from historical fascism and conventional right-wing nationalism through an alleged dialectical overcoming of the legacy of these experiences in a new synthesis. between left and right adapted to contemporary society. We approach Evola’s trajectory and the main lines of his thought: esotericism, Traditionalism or “perennial philosophy” and the “conservative revolution.” In the end, we analyze its relationship with Italian fascism and German national socialism.

Resumo Neste artigo analisamos o pensamento político do teórico italiano Julius Evola (1898-1974) como forma de compreender a reinvenção da extrema direita mundial, do pós-Segunda Guerra Mundial até os dias de hoje. Ao propor fundamentos alternativos às formas e aos valores da “Modernidade Ocidental”, Evola se tornou uma das referências centrais de movimentos que buscam se diferenciar do fascismo histórico e do nacionalismo de direita convencional por meio de uma pretensa superação dialética do legado dessas experiências, em uma nova síntese entre esquerda e direita adaptada à sociedade contemporânea. Abordamos a trajetória de Evola e as principais linhas do seu pensamento: o esoterismo, o Tradicionalismo ou “filosofia perene” e a “revolução conservadora”. Ao final, analisamos sua relação com o fascismo italiano e o nacional-socialismo alemão.
